Strategies

Provide guidance and leadership for promoting secure, transparent, and fair elections by ensuring current laws and rules are being followed. Where necessary, help propose new state election laws, propose Secretary of State rule changes, and assist with citizen ballot initiatives and validly warranted legal challenges.


Areas of Focus for 2023 through 2024


Voter Registration and Voter Rolls

  • Analyze voter rolls and share findings with election officials with the objective of removing duplicate, deceased, non-existent and out-of-state voters registered to vote in other states from the voter rolls.
  • Verify Colorado’s Voter Rolls by educating citizens on how they can be involved by properly reporting undeliverable ballots and checking their own address each election. Share data collected with election officials.  
  • Document voter registration systems and processes and educate officials and citizens on recommended improvements.


Election Judges and Workers

  • Educate and train local citizens on the importance of bipartisan judges at every voting venue during elections in an effort to increase the number of well-trained, certified election workers, judges, and watchers.
  • Educate citizens on the importance of attending and participating in Caucus in order to get involved in the election process and also to become an election judge.
  • Work with County Clerk and Recorder offices to provide election judges to critical retirement facilities to help protect the vote of "vulnerable voters".


Local Task Forces

  • Develop local task forces by major counties or multi-counties to become a permanent election integrity related infrastructure.
  • Task forces work to involve local citizens and to provide education and training to increase the number of well-trained, certified election judges, watchers, and workers during each election cycle.
  • Thoroughly document US Postal election related processes. 
  • Thoroughly document “Vulnerable Voters” election related processes.
  • Train citizen election judges and watchers to watch those processes during elections.


Election Audits


One of the most direct ways to improve the public’s perception of election fairness and accuracy is through well designed and implemented election audits. Currently these audits are aimed at post-election activity (e.g. tabulation results) but could later be expanded to include the pre-election registration process. Our work is focused on the state of Colorado, but we hope it will encourage other states to follow Colorado’s lead and we would become a model for the nation’s work to improve election audits. 

Our goal of increasing trust in elections would be accomplished through achieving improvements in the following areas:

  • Improving Election Transparency & Independence
  • Building a Professional Election Audit Infrastructure
  • Improving the Current Risk Limiting Audit (RLA) Process
  • Educating the Citizens of Colorado on the Improvements Made to Election Audits

Our plan is to perform our work as part of a non-partisan coalition. We will focus our efforts initially on issues having the biggest impact and resolving these issues before the 2024 election. We will address  remaining key issues as soon as possible after that date.
